[WIP] .net 8 update

  • [ ] have a kernel run (make needed plugs work)

this PR is open for any one to pick up. Currently blocked by https://github.com/CosmosOS/IL2CPU/issues/224

But .net8 isnt out until 2024, why would we add a non lts version which can break more things when theres already a lot of things that are broken
