Brewing Stands doesnt work

Hello, and sorry for my bad english. Nether Warts cant put in an Brewing Stand. I hope you can fix this please. I am using Teaspoon latest and Pocketmine 3.11.3. Thank you very much. PS: Brewing Stands in Config File is true.
