[Bug] Bad kerning in policy window (ger/eng)
Describe the issue
The policy window (German/English) and the Casebook (German) have several cases of bad kerning.
From #2115:
The dots are so high that they might be outside of the atmosphere. And the kerning of fä is bad. The policy window has several cases of bad kerning as well: ver f ahren should be one word, verl assen as well.

Original Theme Hospital have the same kerning for sta f f and l eave.

Based on this, this is not a bug.
Moreover In my opinion, this issue actually has no practical value. I suggest to close this issue.

Alternative take would be to change this to an enhancement instead of a bug. Or change German to use unicode (but little benefit to that imo).
The original is just bitmap fonts, there is no kerning information available, just box, box
We can do better but it will be special case and fiddly. Agree that it's an enhancement.
