Shaders don’t recognize weather

Why don't shaders recognize the weather? When it rains, there is no fog and the sun shines

It looks like this is an old problem. I hope it will be fixed. It seems to me that the author needs to make the vanilla weather work, but not be displayed in the game and that the weather from the mod works on top of it. I hope this is feasible.
