[Forge 1.18.2] Misc_ForceVanillaCloudsOff = false does nothing

I'm trying to disable Weather2's clouds and reenable vanilla clouds, however when I use the config option (after disabling Weather2 clouds), it doesn't seem to want to render vanilla clouds
