Storm Do Not Spawn Naturally

I swear I have changed every single setting in the Config setting is Basic and Advanced settings, in 1.12.2 I cannot get storm to spawn naturally. When I spawn a storm its red and QUICKLY degrades unless its a tornado or a cyclone. Someone please help

Under the Storms tab in advanced settings, change Storm_OddsTo1OfLandBasedStorm above -1 and storms should be able to spawn on land.
