Can't make Tornados frequent

Hi, I don't know if anyone reads these issues anymore, and that this probably isn't the best place to ask this, but...

I am creating a very hardcore modpack and I want extremely frequent tornadoes (once every 10 minutes or so). Here is my current config: http://pastebin.com/e3d7Uqqy

It isn't frequent enough, however. And once I managed to get it to be very frequent, but right as the tornadoes started to spawn, they dissipated! What can I change to make frequent tornadoes that don't dissipate?

Change the lockServerWeatherMode config option to 1 and it should work.
