[Suggestion] Allow mobs to spawn closer to the player during a blood moon

This was a feature in the old 1.12.2 Bloodmoon mod; essentially, mobs were able to spawn closer to the player during a blood moon, but only on the surface.
Some kind of configuration option for this would be great, as it would add to the danger of travelling during a blood moon.
