Remove AutoResize for Windows

The current test is failing. Initially I thought it was the update to compile with out debug for the native lib, but reverting has no affect.

Separately, this feature has been unsupported in the core library for quite some time and is now becoming a bigger burden to support.

I'll leave this open as an opportunity to voice disagreement, but otherwise I'll make the changes to remove this feature from the lib to be more inline with the native lib.

I plan to allow for the compile script to include a reference on how to build if others want to do it themselves.
