Delay should work with server restarts

Is your feature request related to a problem? Please describe. For now server restart breaks delay tag. For example if delayed task will perform in 10 minutes and until this time server will crash or restarts by scheduled, task will never performed.

Describe the solution you'd like Plugin can have backup data file for delayed tasks and check this file on server start.
