Players can get drops in claimed land

Describe the bug I found the bug when a player mentioned it. In a neutral kingdom's land, they found that they can break blocks and still get the drop, but the block regens.

To Reproduce Steps to reproduce the behavior:

1. Download Factions or Kingdoms (Ill provide if u dont have kingdoms)
2. Set a drop for a block.
3. Break that block in a kingdom

Expected behavior No drop is made.
