Enforce timestamps on new Blocks in consensus

Peers should ignore Blocks that have an inconsistent timestamp, in particular:

• If they appear to be from the future
• If they appear to be from the distant past

Enforcing this will create a strong incentive for Peers to synchronise their clocks, otherwise they will get ignored by the rest of the network
