First push of more advanced version of OCPP binding.

This is first version of working (let say) of OCPP binding for openHAB. It supports discovery but also sourcing of charger/charging state through meter values.

Note: code still work only in read-only fashion of OCPP core profile. It does not support (yet) writing or smart charging profile.
