Geofabrik regional links not available for some areas

Description

We get our OpenStreetMap geography data from here. Unfortunately, this source does not appear to cover all of England because the links available do not cover all regions. For example, Bristol and areas around Bedford, Lincolnshire and the Northeast seem to be missing data. See gaps below as an example.

This information does appear to exist here but it is contained in a 1.1 GB file which may cause issues. Note: there is also an "England osm.pbf" which is slightly smaller.

Update: Contacted Geofabrik enquiring about access to missing sub-regional dowloads.
