Update jest

A lot of our dependencies have been stuck on quite old versions due to a blocked dependency with jest's snapshot testing / inline snapshots.

With the release of jest 30, we can finally update a lot of our dependencies and get benefits of modern prettier changes as well as changes made to eslint.
