Parent links open by default?

Is there a way to make the parent links open by default so that all parent and child links are visible without having to click the parent?

I'm not sure if this will help, but I noticed that if you have a menu set up as UL and you add a sub menu as OL the sub menu will be open. I don't think that was an intentional effect and more of a glitch really.
