Submenu opens only when parent is clicked (Desktop view)

Hi,

is there a way to set the desktop menu so that submenu won't open when parent is hovered. Submenu would open only when the parent menu item is clicked. This works on hamburger menu, but I don't know how this is done in the desktop view.
