Summary of change(s): Adds member-created committees with no required vote for creation and no budget to the constitution. Committees can be dissolved by eboard at any time.
I'm wondering what the value in this definition is. Committees have no powers, and no outline responsibilities. There is noone responsible for appointing a lead, it seems to just happen. Is this appointment done by eboard? If so what if eboard declines to appoint a lead.
I don't see this as varying substantially from an ad hoc
