PICMI: CI integration

PICMI tools are not integrated into the CI, but they should be

reports:

  • [x] run quick tests cd test/python/picongpu/; python -m quick
  • [ ] maybe: compute coverage, see PyPIConGPU Misc doc

both checks are fairly cheap, combined they take ~30s on my machine

I want to have an automated coverage, so yes, but no allocation of manpower right now
