Index of Doxygen Documentation is not created in readthedocs

This readthedocs page says This command is currently taking up to 2 GB of RAM, so we can’t run it on read-the-docs. I suggest removing this page until it's resolved?

Oh - that's a problem. Could we host the Doxygen generated html files at HZDR and link them from read the docs?

We could create doxygen vith github actions and push the changes to github pages. That is what we do for alpaka.
