Build failures since subscription removed

@isaacabraham the subscription used by CI has been removed, so builds are failing. Was this removed intentionally or was there supposed to be a change to a different subscription? Should we change the testing strategy in some way to avoid the use of a live Azure subscription?

For the time being, I disabled tests that deploy resources with a live subscription in ee25d10. I can run them locally against a personal subscription prior to cutting a release, but would prefer to move this back to CI.
