InAppNotification OK & Cancel button text is cut when using 225% text scaling

The text in the OK & Cancel buttons of the InAppNotification
control are cut when setting the text scale to 225% from Windows settings:

Steps to Reproduce

Steps to reproduce the behavior:
- Launch the sample application
- Go to the InAppNotification sample page and display a notification
- Open the Windows settings app and set the text scale to 225%
- See error
Expected behavior
The text in the OK and Cancel buttons is fully displayed.

I was using a different dev laptop when I filed the issue, but it would have been roughly 1920 x 1080 (on Windows 10). Now that I'm on a different laptop (Windows 11), I'm unable to repro this issue.
I was able to reproduce the issue on Windows 10 (19041) and 11 (22000).
The higher the text scaling, the worse it gets.
