[Feature] Add byte[] to image converter

byte[] to image converter is one of the most used converters in xaml and it would be nice to not have to implement it in almost every new project like your every kind of the visibility converter

Hi @michael-hawker , Looks like the prev PR were not merged. That seems to be quite stright forward so if noone else has taken it yet pls assigne to me. I will implement.
