SettingsCard crash on ControlsResourcesVersion-Version1

Describe the bug

When using muxc:XamlControlsResources ControlsResourcesVersion="Version1", A ToggleSwitch in SettingsCard will crash the app. It will throw System.Runtime.InteropServices.COMException: Error HRESULT E_FAIL has been returned from a call to a COM component.

Steps to reproduce

<controls1:SettingsCard>
    <ToggleSwitch />
</controls1:SettingsCard>

Expected behavior

Fix it crashing
