Component Stuck When Changing System Theme and Following Theme

Describe the bug

If you use the user control based on the RadialGauge component, the window will be stuck when you change the system theme and let the window follow the theme.

But if you use the RadialGauge component, the window works well.

Steps to reproduce

1. Clone repo: https://github.com/Jack251970/CommunityComponentStuckDemo.
2. Open WinUIDemo\View\MainPage.xaml.
3. Use clock:AnalogClock.
4. Change system theme and the window will stuck.
5. Use control:RadialGauge.
6. Change system theme and the window will work well.

Microsoft.WindowsAppSDK version is 1.5.240627000 and CommunityToolkit.WinUI.Controls.RadialGauge version is 8.1.240821.

After a long time, the window with the user control based on the RadialGauge component will be set to the right theme. And the window can work well. But the waiting time is so long that I do think it seriously effect the interaction experience.
