Bug: The border of inner SettingsCard item would vanish on hover

Describe the bug

When you hover on an inner SettingControl of a SettingsExpander, you would notice that the top boder vanishes.

Steps to reproduce

1. Go to settings page of WinUI Gallery
2. Expand app info Expander
3. Hover on an SettingsCard

Expected behavior

Should not vanish

Facing the same issue here.

This issue is brough up for quite some time, is there any plan or timeline to fix this?

Or is there any way to workaround this bug?
