Unable to generate solution with ios, macos or android enabled

Background

Our tooling allows us to generate a solution with specific MultiTargets enabled. These consist of uwp, wasdk, wasm, wpf, linuxgtk, android, ios and macos.

Problem

Something recently changed under us and solution generation is no longer working as expected when android, ios or macos are enabled. This issue has been mitigated for the bulk of our users, but any attempt to generate a solution with ios, macos or android enabled will continue to fail. CI doesn't appear affected by this.
