[Feature] Target .NET Framework versions older than 4.6.2 (e.g. 4.0) for WebViewCompatible for WinForms

Describe the problem this feature would solve

We would like to upgrade from System.Windows.Forms.WebBrowser to WebViewCompatible to take advantage of the Edge-based WebView (whenever Edge available), as some third-party websites that we need to load in the control don't support IE11, but support Edge. Unfortunately. we are stuck in targeting .NET Framework 4.0 for some compatibility reasons.

Describe the solution

Wonder if it's possible to support targeting such old .NET Framework versions 🤔 Not necessarily an official support, but maybe with some backporting? Maybe only of Microsoft.Toolkit.Forms.UI.Controls.WebViewCompatible ? Are there any roadblocks/dependencies that make it clearly impossible to target older versions (e.g. relying on some new APIs that have no counterparts in versions older than .NET 4.6.2) ?

What's also interesting is if the planned replacement of WebView with WebView2 would affect possible support of older .NET Framework versions 🤔
