feat: AccountSettingsStorageDescriber (WIP)

This was an idea I got while working on UMA, but haven't fully worked it out yet, and no longer really need it. Does it seem valuable enough to finish?

While I can see that there might be use cases for this, I would not really continue on this until we actually need it for something.

The use case I initially wrote this for was to publish keys from the account settings. Not sure if I want to add that in the end though.
