Brookwood Comments to Peirce SAFE Harbor Proposal

Added some comments pertaining to the Exit Report obligations and requiring companies or project leads to provide certification in addition to (or in lieu of) outside counsel.

This should be an Issue, not a pull request - a pull request means that the change is expected to be merged into the final document; an issue is discussion that we can use to develop final changes.

We can then use updates to PR #16 (which attempts to address this issue) to further clarify the recommendation here. You could add your comments to it, or you could start a new issue, and we can link that issue to the PR.

Fundamentally, though, I think attestation by a team member (which will be a company in almost all cases) is absolutely required here. The liability/risk should fall on the initial dev team, and not on a law firm.
