Velocity and FTE caluclation should be based on number of working days, when team member is added in project

Describe the task Currently the FTE and velocity calculation is based on the total number of working days in the month. In case any team member is added in third or last week of the project, then number of estimated hours is divided over total number of working days in month.
Since the team member can't add efforts for first and second week, hence the FTE and velocity is shown below the expected level.

Expected behavior The number of working days for team member in a project should be calculated based on the date which the team member is added in the projct
