User which are not registered with portal, should be able to be added as team member in the project

Describe the task Currently user which are registered in portal are available in team members list, when adding team members for the project. In case any user who is not registered with the portal, and working on any project in that scenario, the user is not available in list of team member, while adding team member in the project.

Expected behavior The user who is not registered in portal, should be available in list of team members, while adding team members for the project.
