[Bug]: `config.ini` not being generated outside internal game install method

Bug Behavior

config.ini file needed for game recognition is not being generated outside of Collapse' internal game install method. Meaning when user manually extracts the files, Collapse is unable to recognize the game and asking for redownload instead

Expected Behavior

Collapse able to check the game state (check game.ini and app.info availability and validity) then (maybe) quick game repair to check possibility of game corruption, then after that when config.ini is missing then generate the file with valid content

Steps to reproduce

1. Remove config.ini file on each game type
2. Restart Collapse launcher
3. Try to Locate Game
4. Observe behavior of each game
