Unclear how to trigger the author color / caret name indicators

Describe the bug Currently the author color / caret name indicators are triggered:

• When scrolling
• When the person types or moves their caret

To Reproduce Steps to reproduce the behavior:

1. Go to a document with several people
2. Try and find out who is the person with the red caret

Expected behavior Hovering on and around the caret could show the name.

Actual behavior Nothing happens on hovering another person’s caret.
