Mobile BottomBar extend to Sidebar

On Mobile the BottomBar has text editing commands available and when the BottomBar is context related #2484 the BottomBar will have the most used commands depend on the context.

But Cool has also the commands from the sidebar which will be opened with the mobile_wizzard command at the TopBar.

I suggest to add at the BottomBar at top an area to swipe / expand the BottomBar to the Property Bar.
