Feat controlled custom gate

Added the Custom Controlled Gate class with its to_other_language methods.

Also made CustomGate initialization more flexible for the user.

@MathieuG-Colibri I changed the base branch of the PR to dev instead of main, so we can first review and test the changes in our dev environment to ensure stability before merging into main.
