coldbox-platform Better testing headers

Update HTTP status code check for onMissingAction test
Fix so RequestContextDecorators wrap whichever RequestContext is passed
Allow retrieving all headers from the RequestContext
Make it possible to easily override headers in testing without mocking the getHTTPHeader method
