Fix USA's economy

Current problems of USA's economy I found:

• Every building is private, which means nothing actually fills up the government's coffers leading to a death spiral
• A lot of unprofitable buildings, certain buildings need to be removed and other ones need adding. Requires a lot of balancing

This distillery is the perfect example:

• upon launching the game, USA's GDP gets nuked by half, essentially putting it below the USSR on prestige
• not enough buildings producing construction goods, can't physically build anything or wall street will implode into a black hole
