All countries have their own market?

Is it intended for all countries to have their own markets? Even dominions?

I'm playing as Austrialia and after a few years, all markets have been broken up and I am no longer in the British market. Even Soviet countries are no longer in the Soviet market. There is also no way to rejoin either.

Is this intended or a bug?
