Support assembling methods without generating local variable table

Currently using the assembler will emit LVT entries for modified methods.

Possible improvements:

• [ ] Config for behavior
  • [ ] Match existing state (Having LVT or nothing)
  • [ ] Always create LVT
  • [ ] Always remove LVT
