Create final 2X update to ready for 4X release

The last update should allow the 2X --> 4X update process as outlined in the README in this repository.

While we're at it, we can update some decompiler dependencies and maybe fix an error or two along the way. But the main priority is introducing support for a seamless 3X upgrade.

Title updated as 4X is now the primary target. I know, "you skipped 3x" from the user perspective, but the API changes warrant the version change.
