CU-8694ukrnk: MetaTask fixes and improvements

Fixes & improvements for MetaAnnotation annotating:

  • 8694uffmu - unique name constraint on MetaTask model -
  • 8694ukrnk - on an ExportedProjectUpload if there are multiple tasks with the same name (not possible with new builds given above constraint, for existing deployments) - uploader will now pick the first MetaTask to map an uploaded projects annotations to.
  • 8694uffy4 - upload order, by an ordering field and Meta class on the model
