Specify cog load order

Description of the feature you're suggesting

As discussed in the Discord server, the ability to specify the order cogs load in either through commands or through another method would be great. I have some cogs that rely on or shim over each other, and having to manually reload them each restart if they don't load in order can be annoying.

We're interested in some method of implementing this, however the details absolutely need to be ironed down before this can be worked on.
