[HTCondor] Users are reporting that sometimes it is impossible to scale to HTCondor

@mat-adamec reported that each second day it was impossible to get any worker from HTCondor, even though I was usre that we have some dedicated cores for it.

We suspect that resolving https://github.com/CoffeaTeam/coffea-casa-config/issues/33 "[HTCondor] Add HTCondor scheduler as a service to Coffea-Casa" will help
