dark mode is gone | all configs are lost

Summary

Since the latest update on steam 10.1.2 my purchased dark mode is not working anymore, Also all my configs are gone. Everything was fine with my last used version 10.0.XX

Is there any way to downgrad it to a previous version?

Steps to reproduce

1. update from steam
2. restart program
3. no dark mode ... it says i have to buy it on steam wich i did when it cam out on steam
