Added elligator implementation and tests

Looks pretty cool, but unfortunately it's unlikely that I'll get to integrate it any time soon.

  • The biggest issue is that this code is BSD licensed, whereas I'd like to keep the main library public domain.
  • Before I integrate code, I'd like to understand it better than I currently understand Elligator. But I currently don't have the time/motivation to do that.
