Add notice in customizer that sidebar won't appear when content width is > 95%

Let's have a notice in customizer that appears when the sidebar si greater than 95% that lets the user know the sidebar appears only if content width is lower than 95%. We have something similar neve meta options: Screenshot 2022-05-23 at 13 46 38

@cristian-ungureanu I've added this but currently have it show after 80% so that we can use the same string used before.

I noticed that the sidebar doesn't actually disappear after 95% when changing the content width in customizer...it actually stays intact, is that a bug?

@UVLabs if the post/page has some custom settings in the editor ( from the sidebar that shows in the screenshot ) you won't see any changes in the customizer.
