Should we have a central "definitions" tooltips resource?

80% of the time when tooltiping a definition, there's one canonical definition we want to use. But we can't re-use them easily, so we end up copy+pasting them. This probably means they'll diverge over time, and also probably discourages tooltiping a bit.

Should we have a central "definitions" list so that tooltips can (by default, but overridably) just reference that?

Syllabus team: we think this a nice-to-have, not a huge amount of work but not a big priority.

We'll need to override the glossary definitions contextually. Possibly also some kind of guidelines about when and where to tooltip. Sally: we can use a Hugo taxonomy.
