Atom: keybind hooks for left/right stepped scroll

Need to investigate snapped scrolling methods that don't interfere with pixel-touch scroll events.

Does this mean hitting the right and left arrow buttons when a patch is not active? (i.e. no one is currently editing code, just scrolling about) @robobenklein

I could probably work on this and #18 once we get #39 fixed up (or just adding patches in general in order to scroll around)
