Banner system for Contest

Create a more generic system for showing dynamic banners. When users click "Dismiss" it should go away forever, saving to some aspect of their user (probably in userprofile)

Needs ability to "reset" this and show a new banner, clearing all "dismiss" states so it shows up again.
